I'd say very likely as the 7900GRE is most comparable to a 4070 only slightly better so more like a 4070ti, I have 5200mhz ram (32gb) so I'd say yes but most importantly is the 7800x3D cheaper by alot for you? Cus performance (gaming) id see no reason to spend more then £40 to upgrade to it.

Tarkov has always relatively been hard to run CPU wise

Your friends CPU is older than my current though (i7-9700k) (I average around 80 FPS on most maps 40 FPS on streets)

If you already have it then its no problem as both cpu's can do streaming and video editing flawlessly on top of that any game utilizing unity will run extremely well with a x3d cpu so I'd say yes and also future proofed yourself as this cpu is the strongest contender for gaming atm (x3d cpus in general). Are you 1080p or 1440p?

Clean pc, get another 16gb ram, turn on FSR balanced,Install game on SSD,Set a custom Fan curve for gpu since AMD has a setting which doesnt allow fans on until a set temp, Make sure XMP is enabled, disable fullscreen optimisations, Run High textures low shadows settings to put more load onto the GPU, go to AMD Adrenaline and change settings to those fit for more fps gains (Youtube will have videos to guide you),Turn off PostFX and use AMD Adrenaline to make game brighter/saturated. For any ping issues make sure he's running Ethernet as Wifi never works correctly, Close any background applications (discord is fine to keep on) other than that If isnt improved or fixed its tarkov not you if every other game runs well.

I think mine actually broke from doing a tarkov raid. I started the wipe on Arena because tarkov wouldn't launch. The muzzle velocity on the gun is what it will be with its default round (M4A1-M855). The barrel length + type of round is what affects it. If you put a high power round in a short barrel, the powder doesn't have enough time to burn and won't get to its max velocity. Look at the barrels max velocity, and put the round you want to check with specifically in the chamber and watch the value change.
