also i found this on reddit Skier - buy horses off the flea and trade them to skier for Vepr. The trade counts for 22.9K spent, then sell back for 13.8K. You can usually get the horses for around 5k-7k each so you can even make a little money.

No, you have to look at the armor class. The higher the better. The material basically tells you how well it can be repaired. Ceramic will be hard to repair and expensive for example.
