You can focus skills if you want. Reloading snipers for instance can be farmed. Or you can use your hideout more for hideout management perks. Its all about what you want and your time.

you either 1. aren't hitting them, 2. too far, or 3. they have better armor than ps (which i doubt because 762 ps goes through lvl 4 pretty easily)
and this early in wipe, not many people have that good armor
