Shooting scavs as a PMC is perfectly fine. Unless you have certain tasks active.

153's semiautomatic, can load stuff like Flechettes or AP-20s, and if you mod it right, you can make it bulky enough that most won't want to pick it up. That means you can get it back with Insurance pretty often if you die.
