You should take a long, fat look at a map of your favorite map. Look where every PMC spawns, and learn which route is less likely to encounter them. As for surviving scav runs, just learn where the high traffic areas are and why they're high traffic, and learn how to avoid them. If they're high traffic because of spawned in loot that doesn't require keys, you should probably be checking those on scav runs when you're confident or not risking anything.

Rashala usually spawns on Customs at either the 3 Story Dorms or the Stronghold as well New Gas Station although he doesn't have always a chance to spawn I believe its like 20% per match for him to spawn.
Currently with the Events Rashala can be found as well on Reserve with other Scav bosses.
