It kinda is, kinda isn't, depends on how much time you spend on learning maps and how fast you are at learning, personally I spent 50 ish raids to learn a map by just running in and dying and another 100-ish raids before I got a good idea, u could reduce it to a 4th of the amount by watching youtube vids and offline mode xd

do offline raids to get a feel for it, learn customs and factory and whenever scav timer is off cooldown, just run scav factory and go straight to extract and sell every loadout for money. when you get more comfortable with mechanics, you can just run factory normally on scav or loot around then extract

You can start all the missions that are available. They run simultaneously. If you unlock jaeger, it will help you complete the mechanic mission to mod the shotgun
