When you loot non-FIR items from a dead PMC, they receive FIR status only when you successfully extract, right?
A guy I just donked had mostly non-FIR items on him, that got me confused at first

That way you can either engage them in their path or avoid them.
For example
The red circle spawns have to cross one of those three red lines to get to the other side of the map to extract.
They are forced to do so.
Therefor blue lines have an advantage in positioning as they can hold those angles and wait them out.
You can get a lot of gear this way until you get some stable economy to play the game but you won't improve as much.
