No direct way to turn USD or EURO into rubles. Only way to do it is buy for USD or EURO and sell for rubles
For USD there are some Amos you can buy/sell and make money. As long as you have high enough levels.

I was behind him, and I saw he had helment and assumed he had body armor

@river ore I'd recommend learning either Interchange (for money) or Customs (majority of early quests), splitting your time between your scav runs (cost you nothing) and practicing in offline mode (queue up for a raid as a PMC, tick the relevant box)

The Salewa can be purchased if you're level 10 from the flea, the remaining use doesn't matter and it doesn't need to be found in raid. As far as finding it before flea, med bags on any map are a pretty good place to find them. Scav runs like others have said is fairly risk free

@candid spear once you get the item, it's easiest to go into factory with 5 people so that there's only a maximum of one other PMC. Most of the time you'll spawn near the placement location as well.
