Only reason to repair armour is to get durability up. So in your example of a 20/40 helmet. It may repair to 35/35 which is still as effective as a helmet as 35/40...
Hope that makes sense, not exacly an intuitive system.

Helmets have another factor though as well. Ricochet chance. When hit in the helmet is calculates impact angle and determines if the round bounces. But only helmets (and I think faceshields)
