Basically it is probability of what you are shooting at. On Labs there is more chances for the heavy heavy gear, so you use Igolnik. On other maps, less so, so the things you are shooting at are suboptimal.

so from waht I was learning, if you're picking high pen bullets shoot for chest/head. if using high flesh, focus on legs. but high pen from what I gathered is prefered as legs are are smaller hitbox and easily covered via ground cover/prone. right?

Experience. It will require persistence and commitment. You need to learn maps, scav behavior, PMC behavior, what is good vs. bad ammo. Practice OFFLINE mode, with scavs on, at Customs. Try to make it from spawn to exit 10 times. IF you can do this 50% of the time then you are ready for online. Meanwhile use your scav at Interchange to get loot and learn the map.

So if you are avoiding players level 2-3 is okay, level 4 if you intend to engage players or not run, but beastly, armor is a secondary\Tier 3 defense.

First thing to do is RESET EXPECTATIONS. Doesn’t matter how much or how well you do in other shooters. This is a knowledge game. You will die and die due to lack of experience not gear. Experience. It will require persistence and commitment. You need to learn maps, scav behavior, PMC behavior, what is good vs. bad ammo. Practice OFFLINE mode, with scavs on, at Customs. Try to make it from spawn to exit 10 times. IF you can do this 50% of the time then you are ready for online. Meanwhile use your scav at Interchange to get loot and learn the map.
