so when the window is past the edge of your screen you are still able to mouse down to where the button would be and wait to hear the click of you mousing over it

I know that alt enter changes the screen, it needs to be in the previous mode

like you just opened the game

Because it is windowed mode, and the bar is off the screen

you should be able to mouse past the edge of the bottom of the screen and listen for the click when you mouse over the settings button
