Each shot takes some points away from the armor

This is calculated by the armor's material and the armor damage of the bullet

Level 3 stops good pistol ammo and is barely affected by shotguns and and at least reduces damage from 5.56/5.45 if they use bad ammo (FMJ, bad AP), level 4 stops bad/mediocre AP ammo, and you basically need level 5-6 to have a chance against 7.62x51/54 unless they shoot soft-tip bullets.

15 scavs on woods isn't hard. Just hang around scav house. Can pick them off pretty easy. Then you'll find another 4 or 5 around spine area and onward to train station.
