When you play as a Scav, they tend to have health-items equipped when they spawn. But you can find them in any Raid. Each map tends to have common locations for meds too. i.e. the Mantis shop located on Interchange, duffel bags, medical bags, ambulances, and jackets that are searchable

hip fire is viable in alot of cases. but you need to either hit vitals or shoot something strong enough to penetrate/kill quickly.
vets will eat pain pills and even have some soft skill training done to make them rival scav bosses.
killua is pretty good bar for player difficulty... if a bit dumber

Get your aim on point with the offline scavs, and your positioning and patience with scavs in raid.
