if you have a crisper, better quality footage then by all means upload that to youtube or something, but from what I can see, this wasn't cheats, you just whiffed
if you're 200% sure its cheats (which I dont think it was, and im not the only one), then try submitting any kind of report - they may be able to do something based on the server ID on the bottom left

Think about it - a reserve run, probably full of loot himself, and if he had cheats he wouldnt risk it, he'd just prefire the shit out of you knowing he cant be traced as easily since its a pscav - but he didnt prefire, you got shots in (and you confirmed you had 4 hits) and he 1-tapped you.
One thing is to be mad at desync, and fair enough - it's tarkov and not entirely your fault - another thing is being as much of a prejudicial racist prick about it as you were (and don't say you weren't, you know you were)

Calling the majority of cheaters Chinese is not racist, considering BattleEye and BSG have clearly stated thats the case and cheating skyrocketed when they added simplified Chinese
Their culture is just different from ours so for them there is nothing wrong with cheating. It's a shame but that's the truth

Tarkov will suffer the same faith if the issues are silenced. Thankfully BSG seems to be doing things against it, just not fast enough. They need server sided validation first and foremost, that will solve a lot of the cheating issues.
