I guess you are correct, I found a few sources including some streamers, the wiki, and some various reddit posts. It seems I'm wrong and they are just AI. I even killed some in a PVE scav. I will say though that the skill of them felt a little unfair from the first time I died, the bot had seen me very little before immediately killing me. They may need to balance their skill levels/reaction times
