It's actually one of the first cutscene. More like a glimpse of the bigger cutscene but if you have skipped over it; Basically EMP happens in Norvinsk region aka Tarkov. It completely fries the electrical grid and instantly cuts off all communication with the outside world. Vehicles stop dead in the streets, security systems fail, and total chaos breaks out. That's why in voice lines -at least in USEC since I only play them- your MC sometimes says we got left behind etc.
