Im a well experienced Tarkov Player but one thing is getting on my nerves since 2017. My Setup is Ok it should run Tarkov way better than it is. I know its not really optimized but my friends are getting better performance with lower specs 😦 My Specs: GTX 1080 8gb Vram, i 7-7700(not k) but still 4x4,20 GHz on boost, and 16 gb Ram. im getting on customs for example 50-100 fps but most of the time just a few frames above 60 when i scope in its hitting the 50, my friend with 1060 is never dropping below 60 and is playing constantly with like 80 -100 fps on customs. So my Question is, do you know some software trick or can you recommend me some settings i tried nearly everything.

It's hard to troubleshoot network stuff with the state of Tarkov servers atm.
There's something about your connection Tarkov doesn't like though, but with how they've been spotty for everyone it's hard to single out the culprit of your consistent problem

You can try connecting to a VPN and playing which would elude to isp problems you can try a wired connection which would elude to home network problems (if they run fine once trying these)

Most likely was a slight change in some files that your AV doesn't recognize so it's flagging it. Especially if your AV is signature based like a symantec/norton/avg/etc.

The launcher is safe from viruses though. Try updating your AV if you havent, if that doesnt work then flag the tarkov launcher inside the AV as a known/trusted file @viscid walrus

403 forbidden is either corrupted files where @pastel lotus suggestions may help or some form of security feature whether personal network or isp blocking connection to the game servers.
You may want to try to call your ISP Dregen. Others have had luck disabling isp enabled web blockers and since yours doesn't allow you any control that's probably enabled by default

Is there any way that standard edition users can get a downgrade to their current secure container when the wipes happen? I know people like me are dreading having to run quests again with all the people camping the quest areas, and constantly having to grind through 15-20 quests just for a moderately decent container would suck every single wipe.

Like going from an Epsilon to a Beta, a kappa down to an epsilon, ect. I ask because the only other way for us to have a halfway decent container is to straight up double the amount we already paid (Which was nearly as much as a triple-A-title) and even then, we would only get a Beta container which has only two more slots.

They aren’t responsible for fixing a hosting issue with the data center, they are responsible for the backend issues and errrors

If you read the notes from the latest stream you’ll see that they just hired people to work on fixing the coding for new and more stable backend

Google has data centers in America and a few in Finland so they could have servers balanced in both locations and still have great ping for everyone but seems like they want to stay with shitty Russian data centers
