thats not broken, nvidia overrides the game. If you turn it off in nvidia control panel then VSYNC IS OFF, hence why you get 200 fps.
I have 144hz monitor. Vsync on maxes me out at 144hz, how its supposed to work. Vsync off maxes at 120 which is the cap limit without a higher refresh rate monitor.

So, joined this discord just to get some help on this. I'm currently running a RTX 2080 FTW3 and a I7 9700k @ 5GHz, My monitor is 2560x1440@ 165Hz I have to play on the lowest setting possible to get a playable FPS, which was fine for awhile, but after watching Shroud for awhile his game just looks so pretty and I tried to get mine to look like that, but to get it remotely like that I get into the range of like 15-20FPS which is highly unplayable, am I just bad at managing my settings? or is there some hidden optimizations I'm missing, also GPU usage never goes above 40% when I increase my settings, while my highest CPU core never goes above 70%

If there is a file inside that ends with .tmp he is lucky and might be able to just open/extract it with 7zip, for example.
