Im 15... I have no knowledge of a piano but I wanted to play piano for so long but i dont find enjoyment on playing by easy tutorials.. i want to learn because i at least want something else i can do than sit around playing games all day. I have an electric piano but i can rarely play it because its at my grandmother's place. Right now all i have just my phone, and maybe i can visit my grandma's place sometimes. How can i learn? How can i start? How do i get to at least the level of "okay"?

learn sheet music
how to read notation. stuff like that. then start practicing on reading them
Im also on phone. and sadly if you can only use the phone. the easy versions are the only ones you can possibly learn. whenever you play on the electric piano. you can learn harder tutorials. slowly going up
start with songs like für elise. its not too hard. It gets hard during the 2nd and final part
I would highly recommend learning how to read and understand sheet music, although it’s not necessarily required
There’s many people, including myself that play by ear, but that takes I’m getting used to
If you’re interested in learning sheet music, there are many free courses online
Also, unfortunately, just having a phone is probably not gonna be great for learning
There’s obviously many online applications that allow you to play piano, but that’s definitely not close to playing a real piano
I would recommend anytime you go to your grandma’s spend all the time you can on that piano
Also, staying consistent is key
When you do have access to a piano, I highly recommend practising scales and triads
I will admit it’s not anything exciting but I would say it’s pretty crucial for more advanced pieces

I’d recommend that if you’re planing on buying your own, don’t buy an electric keyboard, buy an electric piano. Keyboards tend to be smaller and they don’t usually have any resistance in the keys. An electric piano on the otherhand does have the resistance so when you deduced to switch to an aucustic one it won’t feel as weird
Also if you’re going to buy, make sure to buy a full size one with 88 keys (black and white combined) otherwise you’ll find some songs that you just don’t have the possibility to play because your range is to small
You can find good electric pianos for a few hundred dollars, so they don’t have to be really expensive

I know this is a big step and not totally necessary, but having a teacher will be big help. It can cost you a lot of money and some of them might not be good. But if you check around and find a good teacher, I swear I’ll help you a ton.
Having someone regularly checking in on your progress and making sure you practice. They’ll also teach you some stuff you might not learn from an app and some YouTube videos
I believe that most teachers (mine at least) will want you to get better. They’ll have recommendations for what to work on or pieces to play. Though they might pick something you don’t like, they’re doing it to help you practice. You could also come with requests for things to practice or pieces to learn. They’ll help you with becoming better at those things
