Blues came first - repetitive lyrics and form meant to induce a trance-like groove for work songs
Jazz is what happens when that same African juice stops being communal work music and starts meeting classical music - much more complicated structure and progressions. There's a billion different kinds of jazz as cities and individual musicians took those same ingredients and mixed them differently
