I plan on applying to university based on a levels. Since I'm going to give A2 next year may june, I have to apply with As marks and get a conditional offer, however I'm doing 2 of my As this november October and university application deadlines will close before I get my As results... so what should I do?

If you're applying to Cambridge, harvard, mit, stanford, uni of Sydney and monash, they will make an exception if you explain your situation with an email, idk about other universities, they might consider waiting till your results come, but for the ones I mentioned, dw, they'll wait, however your semester might get pushed back, as in, if your in the February semester, I'll get pushed to June, etc, or you might as well apply for fast course if your up for it, in fast course, the course moves twice as fast as the normal, anyways, I'll talk a bit more when I get home, for now, if you could tell me which uni your trying for that'd be great

I'm planning on applying for universities through UCAS so am I still supposed to individually email each university?

Well, I haven't used UCAS before, so I'm not sure if you can do anything other than emailing individually. Then again, most university deadlines are usually December 1 or January 1, and results are emailed around March.
