first thing is to make a study plan, it'll help you break down tasks into manageable steps, plan ahead, visualize progress, increase productivity, and create a positive habit

typically, I'd suggest trying to slowly integrate a regular study routine in your life with small increments of time(such as 30 minutes a day at 5am) but you are currently short on time, so try and push through the barrier of discomfort and aim for a solid hour of deep work a day

to make it easier, try and finish all other non-study related tasks prior to studying so that you don't come up with an excuse to procrastinate. furthermore, make sure you're studying in a appropriate study room to maintain focus for longer periods of time

second thing is to gather as much data as you can from past papers on yourself and the framework of the papers

I'm not going to go in-depth on how you should use this data as it's pretty obvious

though regarding your difficulty with memorization, I'd highly suggest blurting, memory palaces, and active recall(solving mistakes a day or two later)

just rinse and repeat till you're confident

third thing is that you shouldn't prioritize how many past papers you do, but rather how many mistakes you're able to fix. if you're able to consistently improve and genuinely understand your mistakes in order to apply them to different questions, solving 10 or a 100 past papers shouldn't be your main priority. just keep on improving

just take immediate action to change, you may have to pay with a bit of your comfort, but you will be rewarded with a brighter future.
