Undergraduate program - that's a bachelor's degree
Graduate programs are master's degrees that you do after UG

im a bit late but actually there's a valid answer to that
has to do with tax paying
citizens pay tax in the country/have been paying tax for a many years, so they have a reduced tuition
internationals don't pay tax in the country, so they have a higher tuition
we are imports of the country basically
so if we go to their countries they should just start charging us with tax instead of making the initial fees unsurmountable
