The error light (red indicator above the range display) is on...possibly a C/B left open somewhere? I think that's an earlier step in LM power up sequence.

The range indicator is on and working until I switch from guidance to the landing radar. At which point you get the state pictured above.
As for the radars themselves. I turn them on while getting ready for the hot cold test. Then I go through their power up and test sequences twice. Once before lm sep and once before I request the pad. Trust me when I say they are on, within temp, and working by all accounts up to this point.
