RCS only works during time warp?

So the only thing that comes to mind for me is: make sure Guidance is set to CMC under launch vechicle, but we tried that yesterday

If those switches aren't set then you've basically disabled RCS entirely. The fact that they work during timewarp is actually a bug in and of itself, the RCS should be completely inactive at all times with those switches centered.
