its not broken - if you restarted or lost internet - your sgs shuts down . and wont appear again untill there is a need for your badnwidth .

But if you have had SGS with no loss of connection - it will sned Killobytes of data - to check for jobs. and IT will show it in Glassware.

if you dont have bandwidth enabled for long pierods of time , chances are slim for getting it to run on a reboot or hours of disconnect . and depends on the need of the client. since there more US cheifs then there are Clients wanting US bandwidth . there is the que line - and etc

Youtube would more likely want a CDN setup where each node either stores some content locally for redistribution, or takes an incoming stream and splits it out to multiple different viewers.
