ticket channel category keeps changing

so i've added the ticket tool bot to a server I mod in and whenever someone creates a new ticket it goes to the top section of the channel list where there is no category instead of into the specific channel category it've set it to go to using the /setup command. this has happened almost every single time someone has opened a ticket and every time i've gone back and checked the settings and they still say the channels are set to be created under the channel category I selected, but every time a new ticket is created it seems to be ignored
