Selecting this option will still send a transcript to the ticket owner and the ticket transcripts channel.

It does for me atleast. Have tried multiple times. Still always sends me the HTML file

That option is for Google Drive Transcripts. Not dms Or at least, I think

Correct. That option is only if you're using Google Drive Transcripts

The HTML is the actual transcript file, without it there would be no way to access the transcript. It has to be saved somewhere
