#New Tickets Repopulating "closed" Ticket Channels

Hello, I'm having a problem in one of my servers where people opening a new ticket causes a "closed" channel to "reopen" with the new ticket; the chat history is also visible to the new person opening the ticket.

It looks like the issue is along the lines of "ticket-0300 in category 1 is closed, but a new person a few weeks later opens "ticket-0300" in category 2, and instead of making a new channel, the new ticket reopens "closed-0300" and repopulates it back into "ticket-0300.""

Is there a way to force the application to ignore "closed-0300" and open a new "ticket-0300" channel? or is there another suggested solution?
