Backward Button Not Showing the Correct Menu

Hi! I randomly found a minor issue.
When executing the /setup command, if I choose to create a panel, go two steps forward, and then go backward, it shows the 'First time' welcome to the ticket tool menu instead of the setup menu. Here is a video to explain it:
