Transcripts only list users who chatted in a ticket, not all users added to the ticket. Here is an example to highlight why this is an issue:
On our server, we have forum channels (like this one) with specific Posting Guidelines. If a user does not follow the Posting Guidelines, we open a ticket with them to ask them to update their post. Sometimes, the user does not respond after several attempts to contact them, so we delete their post in the forum channel and close the ticket. Later, the user may make the same mistake again. We search the #ticket-transcripts channel to see whether this is a recurring issue, so we can decide on the appropriate action to take. However, their name is not listed on any tickets, because they did not respond in those tickets.
