So I can use /add user <userID>, though some time ago I was able to use /add user <userName>. The bot does not show all users when I search for their names anymore.

This is a Discord issue, not a Ticket Tool issue. Personally i recommend using Copy User ID to get a user's ID to use within slash commands.
