So, when I enabled the new Panel Configuration and i made a new panel with the dropdown option, only the 1st dropdown button appears. The others are not.

Dropdown options are omitted when a field that can't be left empty is left empty. This is a field validation issue and the developer is aware. Thank you for your report.
If you can't figure out which field you left empty, pleaes #🎫│make-a-ticket so we can take a closer look.

I'll look into adding client side validation so it will notify them of missing fields.
But for now you are correct on this issue.
Most likely it's due to a duplicate value (Two of the same panels)
