not a TypeScript issue, buut yeah

net:ERR_CONNECTION_REFUSED means yyouur browser isnt alllow to conenct to the address youre trying to access
check if it's the right address and port

if it's still doesn't work, there are a couple pof othher things to check
it's most likely an ad-blocker causing the issue
