if you want to swirl alot you can use beidou or xinqui

Zhongli (Yunjin), Xingqiu (Yelan/Barbara) , Bennett(Xiangling), Fischl (Shinobu), Diona (Kaeya/Rosaria)

Rosary can give additional crit rate at lvl 70
Kaeya burst helps
Diona can be shielder/healer so she's the f2p suggestion
Zhongli and Layla for shield too, except Layla burst can be use for swirl unlike Zhongli
Yunjin must be c6 for Heizou's normal atk speed
Fischl, Xingqiu and Yelan for swirl application and additional dmg
Barbara, Shinobu and bennett for heals and buff and swirl (depending on build I think)
