why another clien? do remember, most here see clients as unnecessary.
I wanted to make my own launcher or client for a custom instance for a project I'm developing
i'm sure someone else will ask the same question. why does it need to be a client? what does your client do a mod cant'?
as for the issue at hand, your client is reponsible for downloading assets as well
there's enough open source launchers/clients out there that does this
More than a client, it's a launcher that can open a custom Minecraft instance with mods from Fabric or that I create myself
so just install a whole client just to run a couple of mods? 
Fabric mods or anything I make in Fabric, but the point is that this launcher will only be available to people who are part of this project to join the server
This is caused by you not downloading/verifying that all assets are downloaded, probably because of request limits
So basically every other launcher
