Honestly I think a mod like this you should maybe reach out to the dev, they're an active dev and it could just be that because 1.21.4 is not a mainstream modding version, they didn't originally want to update it to that version, but if they know someone wants that version they may do it themselves
Might be worth reaching out and asking first

Don't think it's out for 1.21.4
also the mod has a safeguard to only craft the intended Item by checking the recipe output, the addition of Transmute recipes means there's some implementation work to account for the changes brought by that.
but If anyone has an easy implementation feel free to put in a PR
