I want a mod that lets the set my render distance to 64 (ideally the max render distance is changed through config) without bobby that supports sodium. Having the mod not work just on the client would be just fine.

bobby thus fit your use-case if you want full res chunks
if you want them LoD then Voxy or Distant Horizon (depending if you need shaders support) is what you need
you will always need to 1st load the world into wathever mod's cache you use
and the server will likely never send you more than 32 chunks because bandwidth
