So basically how this works is that you can right click air blocks between Y levels 192-196 i.e. cloud level to get yourself a Cloud in a bottle item which can be stacked up to 16.

You can right click the item to place a cloud block down even in mid air with no blocks supporting it. The block itself is pretty much acts like a Non-Newtonian fluid i.e. has properties of both a solid and a liquid simultaneously, if your walking or standing still you'll sink in the block but if your running the block will add like a solid block instead.

Though the block doesn't lasts for long and will eventually decay it about 3-8 seconds.

You can make a permanent version of these by combining four bottled cloud items to get a condensed cloud block.

I absolutely love this, this can make for such a cool block for pvp/minigames (both for placing it under you as you sprint jump as a bridge and for blocking people chasing you), the 16 stack limit balances it really well!
I think the non-permanent version should insta-break like slime blocks and the permanent version should maybe be like leaves/wool (maybe hoe as a tool?). For dispensers, I think it could place it normally, but if the block in front of it is already a cloud block it would try to place it one block further, and so on until the piston push limit, and dispensing with an empty bottle should work in reverse so it's like a (lifo) stack of clouds, that could work for parkour minigames and not hurt dispenser performance in the general case by checking a lot of additional blocks (although it's a bit of a problem that when a block in the middle is destroyed the chain breaks), also you can make it sort of a wave of blocks instead of a stack by having dispensers on both sides, one only placing and one only collecting the clouds.

Is the crafting recipe supposed to leave behind empty bottles in the grid? I would recommend that.

honey bottles in vanilla use the same thing for leaving behind glass bottles

Looks like it was made with just an image editor, I recommend aseprite it has a tilemap feature that will work for blocks, if you’re on windows and don’t want to buy/compile it yourself paint.net is also a pretty good option
