why? Why is the purpose of doing such thing
break compatibility with linux and macos

vulkanmod exists, and vulkan is low level just like directx 12... why would you actively want something that only works on one platform like this?
There is one legitimate reason: some especially terrible GPU drivers on Windows only support the bare minimum (DX11?) needed to get the desktop working reasonably smoothly but don't implement OpenGL.
A driver like mesa (or a mod like this) allows users of those systems to play OpenGL games without having to buy new hardware or rely on software rendering.
counter-point: if the gpu is terrible enough to have no support for opengl, what makes you think it would run any better than llvmpipe/software rendering?
Experience with using layered drivers on systems like that?
