The creator of this mod said that they are gonna update the mod to 1.20+ (Link: https://github.com/TheBosoYolo/delay-packets/issues/3) but it has been almost 2 months since their last action (Link: https://github.com/TheBosoYolo/delay-packets/actions).

I'm not sure how licenses/copyright laws work but it says this on the modrinth page of the mod, or does ARR invalidate this completely? or you are allowed to port it as long as you don't distribute it?

If this is the case then do you mind giving me a simple tutorial (Unless you are willing to port it yourself, I'd gladly appreciate that) or is that also not allowed..? I tried this tutorial (https://www.youtube.com/watch?v=-jXPoRNlM-o) and I think mainly the code part is done, but I do not know how to boot up Minecraft in IntelliJ to test it (it says that Minecraft crashes), and I don't know what I am doing but I want to turn it into a JAR file.

unfortunately, while the intent may be to allow forking and such, all that says is "you can modify" and does not provide any distribution rights. since All rights are reserved, that means modification for personal use is fine but you cant share it

you could reach out to the author (which is why i pinged and asked here) but since they have not responded here, you may need to find another avenue to contact.
