Because it only involves player motion, I think it may be a client only mod. But such a client only mod might be considered as a cheat mod. so it had better be both sides.

Mods that affect how a player moves (as in their real, in-game position) must be server-side mods. Client-side mods generally affect UI, camera, sounds, and textures/models (in a word, "rendering").

In general, it does. But it is technically able to affect player moving by client only mod. This kind of mods are usually considered as cheat mods.
