You can buy the scope after a certain point in the game from traders.
The mod uses the new bptach method, meaning it will be compatible with all mods that use this method.

Technical info for compatibility questions
The mod only mods attachment traders setup, the three line riffle scope setup and the three line riffle itself setup and it's animation file.
