Not sure if the same applies in SoC and CS, though.

(Just make sure they aren't in the open, since other npcs may come to loot them)

That thing depends on some things. Firstly - on your relationships with Duty itself. The whole location will try to kill you anyway even if you have enough rep, but it won't trigger Duty members on a different location.

It also depends on how you're killing them
