Or just go to Rostok, create a quick save, ask everyone around the area.
If someone happens to give the quest for an artifact but the wrong one you have, go around
and find another who will offer you a quest to find an artifact, going back and fourth will change the artifact requested till it
is in your favor. If no one has a quest, just reloads the save and find someone willing to offer the quest, really easy.

And plus you have a good chance at getting a nice item like a VSS, which I get VERY often from giving them the artifact they ask for.
And if you save that VSS, go find someone willing to buy it, last one I sold due to a quest in PERFECT condition was for 60000 RU
