When i went outside to check it out (hate not being able to pull out my gun inside the base), Snag claimed it was his.

You unlock your own factions better shop items by increasing your reputation, which is tied to your faction.
You unlock other shop items for all vendors by getting the money hoarder achivement, deep pockets. Pretty sure you have to accumulate 1mil RU
At that point, all vendors unlock extra stuff they sell. (Higher level gear)
