Isn't it blocked by the other train I marked? Because it looks like a one big segment for me. You can check if it's true in signal building mode. It will highlight the whole segments. Also keep in mind it isn't path based. The whole segment/block will be 'green' only if there are no trains anywhere in that segment.
Ok I think you might be onto something there, will try cut this in two. However note that the train paths never intersect:
Nope... defo a bug, adding a singal to break that segment did not get the train to move
Like I said, it's segment based so it doesn't matter if the paths intersect or not.

Ok building that signal AND reissuing order to train got it unstuck
The signal is green now so it fixed it.
But the "no path" is another problem.
If the train had some kind of "cannot find route" error you'll have to start it manually. "Drive here" button will appear on the order if you put the mouse cursor on it.
And why it had such an error? Maybe you were building your signals while unpaused and that ruined the pathfinding.

So I think the current problem with the signalling system is that it makes creating switches and sidings cumbersome. You'd expect to have something like a system that allows train to cross when the switches are not set to intersect each other (fig right) however it's treated as a whole block so if a train gets on the signals you'll interrupt everything (fig left). Isn't that so?
And I believe this is what would happen IRL too. The existence of a switch on the track shouldn't turn traffic red in all directions.
Only when the switch is engaged to cross tracks
Rail Route is a great game btw for switch mechanics
TBF the left hand diagram is how Transport Tycoon handles it, so I'm used to building it like that
