Settings menu bugged?

This has been happening for a little while, pretty much making the game unplayable, for me anyway

Quick little update: I repeatedly left the settings menu then back onto the main menu a couple times, and it worked
But I'm not sure if that's intentional

So far from what I know this is an issue related to low framerates. Is your game running poorly by any chance? Also what are your system specs?
