Some fights it seems to mostly work, but many times it has summoned one or even no minions. Maybe it's some boon combination causing issues, the perk always worked in dungeons 15 and 14

I'm noticing this as well. I don't think Lord of the Dead is generating skeletons for all kills (this assuming you are not comboing Lord of the Dead with Soul Penetration).

You're right. The current description of the boon is wrong. We updated it to not include Undead, but never updated the text.

It should be

Vampires spawn a Skeleton Minion after defeating a non-Undead enemy.

I guess that's why it feels inconsistent. Should work with other types of enemies though.
