I'm having issues fitting it under budget but your ram and ssd are making it go over by quite a bit.
I can drop the NVMe M.2 to 1TB and put a 2TB HDD, and that'll bring cost down, and I could also do a 4×16GB kit of RAM and that would also bring the cost down.
I made the list based off what you had before, except I changed the CPU to a R9 3900X, slightly lower boost clock, but the cooler I added will allow you to OC a bit. Then again, the R9 3900x does come with a stock cooler that will do fine if you don't plan on OC, but I recommend a better cooler anyways so your system can sit comfortably.
Also, I think you could get away with a 2×16GB kit of ram for what you need, 64gb is plenty, and 128 is definitely overkill

Loading/saving times yeah, if you play a lot of RPGs it will really help, but others, there is a difference, but not a crazy big one.

Your gpu will take a lot of the work load for gaming, most likely not much for your work related stuff besides the video editing, and that also depends how extreme the editing is too.
But if you're spitting out 8k renders and stuff, a 3080 isn't gonna cut it

When you turn it on the fans stay spinning at a higher rpm which you can tell by the noise, it doesn’t get quieter. Dunno if that’s normal with only a cpu fan, and 2 case fans since my build has more fans. But when it turns on it doesn’t display anything on the monitor, it doesn’t show it booting up nor does it show windows. We know the gpu is busted since only one of its fans spins and it spins at a snails pace. But we swapped out the gpu for one that we know works and it didn’t change a thing. I went through and reset the cmos via the motherboard and it still didn’t do anything. Could it be the power supply not giving enough (the power supply is a 850 bronze) or could it be something with the motherboard or cpu? Or could it just be a really simple problem we over looked.
Any help would be appreciated if not then that’s fine we are just gonna start swapping out part for part to see what the actual reason is

@olive hollow I would unplug and reconnect the cpu 8 pin, if the psu is modular, reconnect the connections at the psu as well. Also check the simple stuff like that the monitor is on and that it is plugged into the gpu and not the mobo.
